Sealed proposals will be received in the Office of the City Clerk at Hoover City Hall, 100 Municipal Lane, Hoover, Alabama 35216 until 2:00 p.m. CST January 22, 2020, for the Hoover Fire Station Renovation (Bid No. 20-005), at which time and place they will be publicly opened and read.
A cashier’s check or bid bond payable to the City of Hoover in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance and Labor and Material Payment Bonds, proof of insurance, and a complete list of subcontractors and suppliers will be required prior to the signing of the Contract.

The Owner intends to award a single contract for this work to a single pre-qualified General Contractor. The Owner will accept proposals only from firms which demonstrate their experience and ability to perform the work necessary for this project. Minimum Qualifications include: 1) statutory licensor requirements, 2) bonding capacity in excess of $1,000,000 dollars and a list of the value of current projects under contract, 3) minimum of five (5) year successful history as an approved, authorized or licensed contractor, 4) minimum annual volume of $2,000,000 dollars prior year, and 5) successful current experience in projects of a scope similar to this Project. Interested General Contractors must submit a Notarized AIA Document A305 Contractor’s Qualification Statement 1986 Edition to the Architect by 5:00 p.m. CST, December 31, 2019. A list of pre-approved General Contractors can be obtained from the architect’s office after 2:00 p.m. CST, January 3, 2020.

Bid Documents may be obtained from Alabama Graphics Digital Plan Room (eSuite). Plans are non-refundable. Drawings and specifications may be examined at Alabama Graphics, McGraw Hill and iSqFt plan rooms. No partial sets will be issued. Direct any questions to Gary Walton, .

A pre-bid conference is scheduled for 9:00 a.m. CST January 7, 2020, at City Council Chambers, Hoover City Hall, 100 Municipal Lane, Hoover, Alabama, 35216. Attendance at this conference is mandatory.
Notice of Sales & Use Tax Exemption: As allowed pursuant to Alabama Legislative Act 2013-205 (the “Act”), the Owner provides notice to the Contractor (including its subcontractors and sub-subcontractors) that the Owner intends for the Contractor to purchase all tangible personal property eligible for exemption under the Act and necessary for the performance of the Contract under the tax exemption provisions set forth in the Act.

The attention of Bidders is called to the provisions of Section 31-13-9, Code of Alabama 1975 relating to Immigration Law compliance and documentation thereof (i.e. participation in the Federal E-Verify program). The successful Bidder will be required to sign a contract that includes the following provision related to Immigration:
"By signing this contract, the contracting parties affirm, for the duration of the agreement, that they will not violate federal immigration law or knowingly employ, hire for employment or continue to employ an unauthorized alien within the state of Alabama. Furthermore, a contracting party found to be in violation of this provision shall be deemed in breach of the agreement and shall be responsible for all damages resulting therefrom."
